Editor's Note
This year's edition of the Annual Survey of Georgia Law brought together a wonderful mix of new and veteran authors. The Mercer Law Review continues to benefit from the dedication of veteran authors Maximilian A. Pock, whose contribution this year marks the twenty-fifth publication of the insurance survey article under his name: R. Perry Sentell, Jr., for his twenty-eighth article on local government law (as well as fourteen special contributions); and James C. Rehberg, who has written articles for us since 1950 in the fields of real property and estates and trusts. Additionally, we welcome a number of first-time authors to the Georgia Survey and hope that their contributions begin a longstanding tradition with Mercer Law Review. It has been my pleasure to work with each of these bright and talented members of the legal community. I extend my thanks to them for their research, synthesis, and reflection. We dedicate this edition of the Annual Survey of Georgia Law to the memory of Edgar H. Wilson. Professor Wilson's academic and political contributions have touched many lives. He was a highly regarded former dean and longstanding professor at Mercer Law School and was an active player in local and state government. His unyielding devotion to public service and education will live on in the memories of his friends, colleagues, students, and family.
